There is work that won’t be your company’s core competency but you nevertheless can’t outsource, which makes it challenging to develop local expertise. One example is your hiring process. Another example is debugging database performance issues.

@norootcause not just “can’t outsource” to third parties, you can’t rely on in-house specialists - e.g. getting DB perf right usually requires deep knowledge of business logic and feature roadmaps that traditional “infrastructure” DBA teams don’t have.
